how would you recommend i do that
Easiest is air pump with air stone
Walmart sporting goods sells a battery operated version that comes with airstone and tubing for about $13. Also good to have in the event of power outage.

Float bag 20-25 mins, then Compare salinity (tank and bag salinity), then release fish into

I'm no chemist, but isn't the problem that pH rises rapidly, converting NH4+ to more toxic NH3, as described here. If so, how do you measure salinity the the bag? Your fish gets ammonia burn rapidly after opening it to get a water sample.

Its not about matching but many shippers run st hypo-salinity and the goal is to compromise to get it to tank salinity.
Easier would actually call shipper and ask what salinity they are shipping at

just an update to say that he unfortunately didn't make it
So sorry for your loss. I have a foxface, one of my favorites, but also one of the most skittish/timid fish I've ever cared for. Hides a lot and goes into camo a lot. I was very concerned when I brought him home from the lfs, went from the typical foxface color and patterns to almost completely gray and I was thinking he wouldn't make it. But he did, and very fun to watch.
