Is PAR effected by lowering white or blue light ?

Is PAR effected by lowering white or blue light ? In other words, if I lower the white level percentage (RedSea 90) will my par be lower/less intense ? I appreciate any advice anyone feels up to giving.

By "dimming" the blue or white spectrum the par will decrease :)
