Pictures outside the water make diagnosis more tricky. The white spots suggest ich to me though.
With velvet, any white coating is generally not seen. The disease is best diagnosed by behavioral changes like rapid respiration rate and swimming into flow.

Yup they are doing that. My lfs didn't have copper so I've been treating with Ich-X until I get copper and then I'll start a new QT with copper.
