Light oscillate programing help

I'm trying to have my t5s to turn off for 10 seconds in the middle of the day to make sure all lamps are on due to my finicky dimmable ballast. It seems the only way to get it to turn off for that short of a period is to program it to oscillate for one hour.

Fallback OFF
If Time 07:30 to 11:00 Then on
OSC 001:00/000:10/058:50 then off
If Time 12:00 to 22:30 Then ON
If Time 22:30 to 07:30 Then OFF

This is what I programed and then wanted the lights to go back to the normal schedule but doesn't seem to be working. Any ideas?

OSC has both on and off states, so the first If Time line is being ignored.

It would be much simpler to just turn the outlet off for one minute.

Fallback OFF
Set OFF
If Time 07:30 to 10:59 Then ON
If Time 11:01 to 22:29 Then ON

Thanks, I could and I've tried but it's more effective if the ballast are still hot, that's why I'm going for 10 seconds.

This will work :

Fallback OFF
OSC 000:00/002:00/000:10 Then ON
If Time 07:30 to 11:00 Then ON
If Time 11:03 to 22:30 Then ON
If Time 22:30 to 07:30 Then OFF

The lights will go off for 10 seconds a couple of minutes after 11:00 am. If you need it exactly at 11:00, then adjust the first two "If Time" statements accordingly.
