So will get along with a forsters hawk, domino damsels and the like?

Yup.

And the novaculops halstead, Coral cat, Amphiprion akindynos?

Yes, cooler temps. Too mean for the coral cat and halsteadi.

I'll avoid it, it gets quite warm where I live. Plus, I'm not sold on it's appearance. I'm not sure how my current dottyback will mix in the end with things is all.

Your current dootyback stays smaller, so will be less problematic.

I am concerned it may get bullied or even eaten by some of the fish I aim to have. I wouldn't have chosen it, but it looks so similar to the one I thought it looked like. Do you think I could have two of them in a 4x2x2?

No, you can't have 2 in that size tank.

It shouldn't get eaten by anybody currently, not until the coral cat gets significantly larger.

I have seen occasionly pairs of dottybacks, which sounds awesome, but if it won't work, it won't work :/

It can be difficult to make it work. Even when breeding dottys, breeders make use of clear tank dividers and lots of cover.

One day. But I'll save that for a later date. Also would an engineer goby get along alright with the rest? I am fully aware of their digging habits. If so, would it also be better to get two while small?

Engineer gobies should be fine.

As juveniles they school and mimic coral catfish. As they mature they pr off, build elaborate tunnels, and their pattern changes from horizontal stripes to more chain linked.

So they would benefit growing with a coral cat? ( moreso for the cat)
