I have 2 holes coming from the weir to the outside overflow box. There are also 2 holes on the bottom of the outside box to drain water to the sump. One of these holes will be for the backup, emergency standpipe. The other hole will be the primary drain. For the primary drain I was thinking of doing the u shaped, 2 elbow intake, similar to a Herbie or Bean Animal (see photo of plan). This 2 elbow intake would be fully submerged, with no air hole on the top (Venturi?). Does this plan seem like it will work and be efficient?

It will work. You should adjust the flow so a trickle goes down the emergency. This will help with any fluctuations.
