New DI resin not working

I just replaced my DI resin and have run 5 gals through with TDS meter still reading 13. It's a 5 stage BRS unit and was zero TDS before repacking. The old resin was almost totally depleted and I was getting ready to make a large batch of water so I went ahead and changed it. What did I likely do wrong? Pretty sure I put it together correctly with white sponge at the top.

Never mind, I had it upside down !
