Anyone have any suggestions for a high schooler trying to convince his mom to let him build a huge tank in the basement ;)

Straight A’s. Side job that you can pay for it all yourself. If basement is cluttered; offer to start cleaning. Start with asking and see how she reacts. You can probably gauge if it’s even realistic but a brief talk with her.
 
I raised and sold guppies to the LFS when I was very young. I would get a 10 or 15 gal FW to start and see how it goes. Guppies, cardinal or neon tetras plus the glofish tetras are easy to keep and beautiful. You can always get SW later on. It can potentially be a big investment of money. This young person will be going off to college too most likely. Is the aquarium going too?
 
As a high schooler, first you need to make sure if you’re going out of state for college! Then 99% in state then, I think around 500 - 700 bucks you can get away with a 100g or so used low end tank set up. Don’t expect to get any high end equipments. There are plenty of side jobs you can earn money legally. If you really like the hobby, there’s always a away but don’t let this hobby ruin your school thus your future. If you get a good job, you can easily buy whatever you want
