Starting at midnight this should run for 1 minute every 4 hours?

Not quite. I believe this should work.
Fallback OFF
OSC 000:00/001:00/239:00 Then ON

1 minute plus the 239 minutes need to add up to 240 minutes.
Yours is telling it to turn on every 241 minutes at 12:01, then 4:02, then 8:03, 12:04, delaying it an additional minute every time it turns on.
