Palm Tree Coral

So I picked up this Green Palm Tree a few weeks ago from a show. And of course after I get home I notice it's got some algae on it. I had figured it wasn't a big deal, and may maybe it isn't. But thought I could take care of it myself. So here I am weeks later and the covered polyps still will not open.
Now I am nowhere near a pro, but I've tried a toothbrush and tweezers to get this off and help it grow some, but no dice.
I currently have a 9Gal nano tank and just waiting on funds to upgrade to maybe a 20-30 and actually start growing my coral out. So I've been keeping things in a frag holder because I am not sure if I will be transferring the live rock over to the new tank.
I know this keeps the growth down.
I am still fine tuning my feeding schedule, which currently consists of polyp-booster, reef-roids and oyster feast. I just need to hammer out a steady schedule of feeding.

Also there's a longer string thing coming from it, which I thought would turn into a new polyp, but has not done so.

It looks a lot like clove polyps I had before.

The string thing is like a root that is looking for something to anchor itself to, then it grows and new polyps grow from it.

Maybe place a piece of rubble along side of it so it touches

You know what, it looks like clove polyps too.. haha So it's both!
I will try and place something for it to anchor. Great suggestion
Any thoughts on the algae? I feel like more than 1/2 the polyps are not sprouting because of it.
