I think it depends on the individual, and on their age. But definitely I think any pet for a young child (less than middle school, maybe?) should be in the care of the parents first and foremost, but let the kid offer input or help choose which fish or food, plants, etc to keep, with guidance about what is appropriate for the tank. This way they can feel involved and have a sense of ownership over the tank without leaving the health of the animals up to a child. As the kid gets older and more responsible, they can start helping with more maintenance tasks.
I'm grown and I still find it hard to carry a bucket full of water when I do changes! I got into fish when I was in 5th grade and did all the research about them as my parents weren't very interested, but they did weekly water changes for the first few years and made sure upkeep was good.
