This getting all over my red/maroon ?rock

Does it blow off easily? - Cyanobacteria. Or, is it hard? - red coralline algae.

whats the question? Are you asking what the maroon stuff is? It could be 2 different things... If there are bubbles in it, it's cyano bacteria and there is very little you can do other than a water change and cut back on feeding. It really doesn't look like that though, it looks more like a maroon coraline algae, which is a nice thing. If, on the other hand, you mean the star fish, it may be eating your coraline

Some of it is hard like coralline .some of it will blow off easily and yes it will have bubbles on top off it.tank is 12 months old

Looks like cyano to me. +1 to what Intricateart had said to controle it. You could also look at your water movment in your DT. It help with my out brake i had a few years back.
