Plumbing/Return Pump Help

I have 64 gallon DT and a 23 gallon sump. The return pump is a Varios 4. Just got back from the LFS. They checked the return pump. It’s fine and almost too powerful for my set up. And still, the return pump is not pushing water to the display tank, which the LFS assured me it is powerful enough to do. Has to pump water up maybe 4 feet max. On the return line, my husband decided to put the wye check valve where I wanted a ball valve. In addition, I placed a loc-line on the return hose could this be the cause of the return pump not getting water into the DT?

Does the pump work on a bucket of water?
Dc pumps take a minute to start pumping. They don’t start pumping straight away as an Ac pump does
