Look up ICH and see if thats it. Doesn't look like alot of white spots yet, but if they start multiplying, then chances are is Ich......

ihc would appear to be grains of salt velvet looks like when you take a fish and rubb it it fine Suger crystals
 
I think it would be best if one of the R2R #fishmedic guys could take a look. It doesn't look quite like Ich to me, but the hallmark of Marine Velvet is typically rapid respiration. A "dusty" appearance only occurs at the very end of the illness, which is unlike freshwater Velvet where the fish appears "dusty".

If the symptoms came on suddenly, then this is velvet. If the symptoms came on slowly, over a week or more, then it is flukes. The rapid breathing leans to velvet but the scratching is more of a sign of flukes. The big issue is it could be both.

This isn’t going to be treatable in tanks with invertebrates present. Coppersafe works on velvet and praziquantel controls flukes.
