Prop Tank Light Suggestion

Hey guys Im going to set up a prop tank because I hate the look of plugs in the DT. It probably just going to be a 15 gallon breeder tank.
I like T5 lights but open to suggestions.
I think a 2x24 watt retro with Ice Cap would be enough, but what bulbs work best for growth? Two GE 6500?

Open to any and all suggestion or arguments!! Trying to keep cost to around $250! Im a green person so it has to be energy efficient.

I would go with 1-10K and 1-Actinic.
