Quietest chiller...

Not sure there is such a thing. If u want it to be quite its best to plumb it outside or in another room. When fans kick in there is going to be noise.

Option 2 is to plan aquarium around no chiller if possible

I have 3 JBJ Arctica chillers. They are not silent, but not loud either. As Mtraylor suggests, no chiller is better if you can pull it off.

I run a Hailea HC-150A in my 65g RSR 250 (chiller in the stand) and it is pretty quiet. This is on the smaller size however so the larger ones may not be as quiet.
