Rainbow bubble tip Anemone shrunken?

Ive had a rbta for almost 6 months now and he has been small and shrunken for months now. He eats and has some small bubbling but he just never opens up like the day i got him
Nitrate is my biggest culpret as im close to 0 due to hair algea outbreak…
Phos is also high .25 and that due to not having a skimmer so nutrient export is very annoying and expensive. Im getting one xmas so that should help
Par is around 200 ive been slowly cranking it up a tad my softies dont seem to care although the par where they are placed is lower about 12-14k spectrum

Nitrate very low close to 0
Flow is low to maybe low/medium
Any thoughts

Everything else seems to be okay all my euphilia and leathers seem to be fine. I has like 3 sps frags but they were half bleached when i bought them so not really sure on those but they seem to be fine. I checked just now but the lights are still coming on so the corals are still a little small i can update a picture here in a few hours. My zoas are already open and look great rn however
