Reef Safe Cements

any recommendations for reef safe cement or other material for creating large rock structures? I know people recommend Marco's cement, but I'd prefer something I can buy at my local hardware store. I've tried hydraulic cement and it lasts a while, but definitely crumbles eventually.

I've read of some folks having success with J.B. Waterweld, but have no personal experience with it.
