Refugium Flow Rates Question.....

So I just installed my largest refugium I have ever had in hobby..... It's a 40 Gallon Breeder....
It's plumbed directly into my system.... The first 4 weeks the Cheato exploded under a Kessil H380 Grow light.... Probably 10x size in 3-4 weeks.... My issue was I had a lot of slime and algae build up in there. I also put a few pieces of live rock in.... My gallons per hour was about 80..... So water was moving very slow.... I thought dwell time was key. The LR had slime and trapped bubbles..... Possible Dinos.... What I saw wasn't in my display tank so I wasn't overly concerned. So I cleaned out the Rock and started over. Should I install a Power Head in refugium so water isn't so stagnant??? Get some flow to avoid algae build up in there??

My refugium is the compartment in the eshopps nano sump, I have no powerheads or anything and my blue ochtodes grows without any problems. I use a kessil H80 light on settings with the pink light
