When was he added and what has been added to the tank recently? Fish? Inverts? Corals?

Any QT? or treatment for ich, etc?

Regal tangs are strange fish, and sometimes have odd behavior. But scratching can be a sign of parasites.

So you're telling us the fish store has copper in their tanks? What concentration? How long?

At this point, you are just in "wait and see" mode regardless.

Saying all this the tang itself hasn’t done it since, could it be getting used to it’s environment?
I don’t wanna do the dip unless it’s necessary just in case I stress it to much, I have a qt tank but not big enough to house the regal otherwise I would treat it in the qt

A FW dip won’t stress the fish as it will you. Once you do it once you’ll be like “this is no big deal” and it’s the best way to check for flukes. You need to know if he has them so they don’t end up taking him down. These Tangs do have some strange behaviors but if he doesn’t have them he’ll be back to swimming in his tank peacefully in no time.
