Using a Red Sea ReefRun DC return pump and running it through a UV sterilizer back to the tank. The pump says 5/8 inch tubing and the UV is 1/2 inch. Would using 1/2 inch off my return pump cause any issues?

You will see an overall loss of flow volume, but if you can handle a little less flow, shouldn't be a huge deal

This!

My understanding is reducing pipe size after pump is OK but reducing pipe size before pump is NOT (can cause air cavitation and damage to the pump I think)
 
What is the Flow Rating on the UV? If you run too much water through them, the UV is pretty much useless. Also if you over size the UV, your Aquarium may not be able to handle the heat. Wattage = Heat, put into the water.
