So I have a frag tank that is 36x24x14 and I have one SB Reef Light 32" Pro Timer fixture with the lenses taken off. Fixture is 10 inches above surface. I don't have a par meter, does anyone know what is the best channel settings? I'm looking to get like 400 par at 6 inches deep.

I would start around 50-60% white channel and 30% blue channel to start. Increases from there should be small adjustments over weeks depending on what your corals look like.
 
A bit on the whiter spectrum huh

I was expecting answers to be on the bluer side but whatever works best for my reef.

I don't think anyone in Tampa has a PAR meter that they are willing to lend me. A PAR meter would be very helpful. Unless there is like a diy one for low cost.
