That means the camera is working correctly. I have 2 things to try
1. Can you remotely access the router? Netgear router has this option to allow admin login remotely. This is just to make sure the router does not block incoming request. If you have the iphone or android Apex app setup already then there is no need to test this
2. I think your port forwarding is not correct.
a. for the settings on the router, what are the internal and external ports?
b. for the camera, did you play with the port settings? what are the internal and external ports on the camera?

Correct, the camera/old iPhone using the app to make it an ip cam uses 192.168._._. When I put that and add port)/live into fusion on while I am on my network in the house I can see the camera fine. Soon as I shut off wifi on my phone or leave it doesn't work. The port forwarding is set up to this cameras IP address using a netgear router.
