Gutter guard is amazing for all kinds of stuff. Doesn't look like HD sell it anymore, Lowes may.
That stuff doesn't have any chemical to help stand up to uv.
 
it's 1 1/4 inch to 1 inch pipe. I was thinking of a 2 inch bulk head than changed my mind.

There's also that white craft screen mesh (can't recall what it's called). Wrap it around the outside of the pipe and use a zip tie to attach it to the pipe and an 1.5" PVC cap at the top? Not sure how it will do with UV though.

Not worried about uv for that. Ive worked with gutter guard that had uv protection applied as a sun protection.
