Why does my skimmer do this.. like over bubble and bubbles kinda sit there for a while before popping?

The skimmer is do it job, in my opinion your skimmer is setup correctly.

Hey Roggy, you can try lowering the water level in the skimmer by using the adjustment knob, which should lower the bubble level and control the amount of foam a bit, causing it to collect in the cup, rather than bubble over. Sometimes, however, what you are seeing is when you just have a large amount of organics in the water and your skimmer is just producing a lot of foam. This can happen sometimes regardless of skimmer adjustments. However, I'd start by lowering the water level in the skimmer and see where that gets you....
