I recieved a new buety and 2 days later he seems weird . Is he dying ?

How long did you take to acclimate him? Starfish are notoriously sensitive to any sudden swing in water parameters, so a 2 hour (minimum) drip acclimation is generally recommended. You also want to use a heater to keep temp stable during the prolonged acclimation period.

Starfish are also intolerant of elevated nitrates/phosphates, so you might wanna check those.
 
Phos abd nitrate are low , i dripped acclimated for 2 hours while bag was in sump to keep temp the same

It can sometimes take them a few days (or longer) to fully acclimate into a new tank. I wouldn't worry just yet.
