Woke up to consumers energy shutting down the power for working on the lines with 0 heads up. I'm really irritated this is super inconvenient because the power will be out 5 hours minimum. Will someone have to oxygenate my tanks when I leave for work in 20 mins?

5 hours is probably borderline, I would be worried about it going longer.. your local Walmart has battery powered air pumps in the fishing section for under $10, I keep several on hand along with batteries for just such emergencies.

I'll be at work in 15 mins unfortunately.. my fiance cant drive but she will be home. I may have her scoop up water and pour it back in. How often should she do that. All 3 tanks are under 20g
 
+1 for a battery powered air pump.

Will temps be ok?
 
I wouldn’t bother with the scooping, not sure it would really do anything for you. When stuff ships it survives, so you will be ok. We should ask, what is in each tank?

If anything dies can I put the costs on consumer energy? This was a planned outtage in my area only (about 7 houses) with no notice
 
Great news! Consider adding a few battery powered air pumps and some sponge filters to your shopping list!
 
Glad you got power again.

Another example of why a backup power solution should be part of every reef tank.
 
ALWAYS be prepared for something like this. It cost no more than 20 dollars to have a battery powered bubbler that would keep your live stock alive in the event of something routine by the power company. If you don't have back-up, you're already toast, it's just a matter of when
