Transplanted tank ammonia and nitrite

Hello all, I transplanted my old tank to new tank including live rock that has been cycled and in my old tank for 3 years along with some bio media. I’ve had the tank running about 3 weeks and I dosed ammonia chloride to help it cycle. I just tested today and ammonia is .08 on Hanna and Nitrite .25. Should I give this more time before adding fish or is this considered cycled? Thanks all. I searched the forums but was having trouble finding the answer so posting here.
