Can I turn this old camper water storage tank into a saltwater mixing station? I would have to find a way to make a larger opening and lid for the top to add salt and clean it out.

I have seen similar tanks used. I would be concerned with, any chemicals or metals that may have leached into it, and more of a personal preference, circular tanks are much easier to mix in. But if it's clean and cheap go for it.

I use a smaller one for my top off. I purchased it new, it was rated for potable water.
