I emptied out my Dt only thing left is sand and velvet parasites what do you think will be the fastest way to rid them?

I was thinking about emptying out the whole Dt with sand and leave it empty for a couple of days. I have the live rocks in my sump and I'm running my uv sterlizer/skimmer/carbon to rid of any remaining copper and parasites. I'm going to dose live bacteria and let them pre cycle

If you have velvet in your display then I would expect you also have velvet in your sump. Do you have any livestock left? If not and all you have is rock and sand I would personally lean more to empting everything, cleaning and starting over. I'm not sure how long it would take to pull the copper out of your rocks and sand, maybe someone with experience using the copper can chime in.

I believe you can’t get the copper out of rocks. That’s why they say to use a hospital tank to treat your fish.

They're all in a different tank. I'm planning on using the opportunity to upgrade to a bigger tank.

Getting copper out of rocks can take time and will depend on a lot of variables. Your best bet is using poly filter, cuprisorb, or similar and testing regularly for a while, I would say min several weeks. I don’t think carbon will help with copper and the UV is not a safe bet to get rid of parasites. Only thing that works is to run the tank fallow for 76 days.. Hopefully in that period you can get most of out of your rocks. I would throw away the sand as it will just delay the process.
