Fish have been in QT for 3+ weeks already. First they had stringy white poop, so I did a round of general cure, now it looks like they have velvet. I dont have CP on hand, I can orderbit off ebay but it says it takes 10 days. I do have formalin. What should I do?

I would do a 5 min FW dip to offer some relief and source copper power. I would get the tank to 1.0-1.25ppm immediately and ramp up to 1..75 over the next 24-36 hours depending on the condition of the fish.
I would also recommend the Hanna high range copper tester and two extra boxes of reagents. This makes running copper a breeze.
Treat with copper for 30 days straight or 14 days with transfer to sterile tank.

Went ahead and did a 30 minute Formalin dip and transferred them to a fresh tank. One didn't make it and another looks unlikely to make it. This is so demoralizing. Now I remember why I took a 4 year break from the hobby.

Sorry for your loss, crossing my fingers for the other one.
