Weird looking yellow tang

Hi everyone I’m back again , so I rescued a adult yellow tang about 5 inches but it does not have any dorsal fin or bottom fins will this grow back?

also fish face is very white as seen in pic

how can I help this guy

It’s what is called a gross defOr
Mitt and will not grow back but fish will function normal
For the erosion on body, In addition to maintaining good water quality, provide healthy diet that contains fats and aminos such as LRS herbivore diet , mysis
shrimp and formula 2 frozen or ocean nutrition veggie diet
Flakes and pellets are a supplement and not total diet
Add garlic to nori seaweed for immunity health and selcon vitamins to foods for overall stamina
