Weird spots on both cleanee shrimp?

I've noticed these weird spots on both of my cleaner shrimps but none on my pistol shrimp. Any thoughts here?

From what I've read, it can be an iodine issue, poor water quality, or even occasionally a bacteria. I have seen several reefers have this, and no return after a molt though.
