What is this on my frogspawn skeleton?

Can you provide a close up picture under white lights, please? It will aid in identifying this for you.

I hope this picture is better. Took it last night after the lights went out. If it is sponges, are they good or bad? How would I get rid of them if they are a problem?

Sponge. You could take it out and peel them off but should not cause a problem. If they grow out of control and interfere with the polyp then they may irritate it but that is a low possibility.

Can I siphon it out during a water change or pick it out by hand like hair algae?

Fingers (always wear gloves) or forceps, but they are harmless. If they grow out of control, consider "pruning".
 
They are actually thought of as beneficial. You could surgically remove them from the coral keeping them under water and transfer them to a darker place in the sump if you have one. They can die if exposed to air, though typically this type of sponge doesnt seem to die off like other sponges do when exposed to air.
