sorry about the bad quality, he's small and keeps moving but i tried to get a good picture of him.

there are white dots around his mouth and i saw another small dot next to his side fin. I'm worried this is something bad.

the other clownfish looks heathy and clean, I've only had them for a week and a half.

if it is either of those what would be the best solution to remedy them?

I agree - these are probably post-injury. Clownfish like to "lip lock" when they fight. They are also really sly, so you may never see them fight.

This will likely heal on its own, but only if additional damage can be minimized. If you see ANY signs of aggression, you should put in a tank divider for a time and see how they heal up.

alright, then I'm hoping it's just that and not an early case of something severe, I'll keep an eye on them and see if any other marks appear.

This does not look like ich or other parasite. It could also be an injury. When clowns fight, both fish can be expected to show issues, unless one is clearly dominant over the other.
