Welcome to the REEF!!
You could certainly start out with one light and upgrade down the road as you introduce more and more corals. I myself would recommend using 2 XR15's as you will get a much better spread and Par distribution across the entire reef.
A single XR15 would be good for a tank between 18-24" .

Cheers LiveWire, yeah, still not sure yet. I don't really like the idea of having to mount 2 units rather than 1 so I may just bite the bullet and go with a single XR30. It's just quite a shallow tank so I was thinking the XR15 could be raised to give a bit more spread.
