Yellow tang with black dots

Anyone can help me to identify these black dots? Are these parasites, if so what should I use to treat it? This baby yellow tang is eating happily, and swimming around seems to be healthy so idk what is happening here, might need some help, thanks!

I've had that every so often with my blonde naso. I believe people call it "black ich". Basically a very less severe ich. Mine only gets it when he's stressed out with something, they drop off after a couple days. Judging by the nipped fin he is being bullied which may be causing stress.
