Hi -- the tank was actually brought in from Japan purchased a while ago from a military buddy of mine. The offset, and free-standing stand pipe was referred to me as "Japanese" style.

You're right. Just a stand pipe that drains straight into a sump. The ball valve just cuts the flow. It's a great valve -- on its own it's like $20-30.
