I got 2 ai hydra 26 and noticed that the fans don't turn on immediately. is this common with these?

Yes, they only turn on when needed. Usually, they turn on after a while as the heat sink warms up. If they are running very low, the fan may not need to turn on at all.

Agree with above. They are temp controlled so when the heat sink reaches a certain temp they kick on :)
