Algae question

Hi everyone I’m new here. I had a question for you guys. I’m helping my brother with his aquarium and he has had his tank for 8 months now. For the past 2 months now he’s been battling with what seems to me as green hair algae. I tested his phosphates and they were 0.02ppm. He takes the algae out every 3-4 days and does a 25 percent water change every week. And it just grows back within a couple days. Is there anything you guys can recommend? I’ll post a video of it below. Any help would be appreciated.

I would suggest to review the bioload and how much your brother is feeding and weigh it against whatever filtration is on the tank. Green algae is mainly caused by increased nutrients and organics in the water, so generally it requires increased nutrient export. This is the general answer, but if you can share more details such as tank size, fish, feeding, filtration, I'm sure folks can offer better suggestions. Good luck
