Maybe a small mushroom coral, but I think this is likely a very brightly colored ball anemone (which is also technically a mushroom coral) because I can see what looks like tentacles around the edges. These dont really spread around like aptasia and they have a very weak sting. I would keep it, its very cool!

How’d it get there? This rock came out of my mom’s tank and she doesn’t have nothing like that. Is it good for the tank?

Has she added any corals? Could have came in on them.

No clue where it could have come from, thats sometimes the case in this hobby

I would wager your mother's tank likely did have them; they were probably just out-of-view or hidden.
