Banggai Cardinal Help

Hey Everyone!
I got these two Banggai’s about 4 days ago. I have them in a 15Gal quarantine tank. I’ve noticed nothing wrong with them other than the one smaller guy has no interest in any food. The bigger one goes at mysis like it’s his job but the small one always darts after it but never opens his mouth to eat. I do see his mouth is slightly open all the time is it possible he is maybe mouth brooding? Or just being picky?

They both came from the same small tank at my LFS and iv’e watched them for hours and they swim around together and iv’e seen 0 aggression from either of them
 
Could be aggression if you have two males. Two males dont do well together and if one is eating all the food then most likely youve got two males. Also if the male has eggs he wont eat because they store them in their mouth.
