Car painter here, to refresh faded bumpers or any of the black plastic trim or other basic black painted things (grille, bump trim, mirrors etc) depends on the level of fade. If they are so faced that they are shedding plastic, like if you wipe your hand on them and stuff comes off, then it's too far gone, nothing will want to stick on that long term. But if it's just a mild fade then usually after prep (clean, tape and clean again) use a bumper/trim paint. Very easy. I used to do this all the time for a big car lot hubs and I worked for. Makes everything look brand new. Even easier if you can remove the thing you need to paint, no taping needed.
