Dino's or algae with bubbles stuck to it?

So I moved one of my power heads up a bit higher a few days ago and was getting air bubbles all over from breaking the surface too much. I noticed I had a little bit of algae on a few rocks that seemed to be clinging to the air bubbles or releasing bubbles from photosynthesis. Moved the power head back down today and noticed bubbles in water have stopped within an hour. But then I saw this lovely patch. N03 and PO4 undetectable, 1.026, calc 450, mag, 1440, alk 7. All parameters been steady for a few months now (aside from trates climbing to 2 at max). I am also treating with h202 to remove the algae while it's still manageable, hence moving the power head up to oxygenate a bit more. With that being said, I also thought the possibility of the algae breaking down and bubbling off from the h202. Any ideas or suggestions welcome. Thanks in advance.

It's an almost fluorescent green color

Is it green? Can you get a clearer picture with white lights? Might be a form of cyano called spirulina?

I'd say more slimy. It comes of with a toothbrush just like cyano would.

My hermits are rushing the scene and picking pieces up n munching away. Coral beauty and lawnmower blenny also snagging and munching what is in column. Not spitting back out.

If you try to pull a bubble off with tweezers does it pop or stay intact?

So following up on this as it has actually gotten worse, but not by much. Just super annoying. There appear to be hairy portions of this growth, but all the bubbles have disappeared. It only seems to appear in shades spots and on my Sand bed. If I stir the sand it clumps up almost like cyano. The rocks brush off with a toothbrush but it comes right back. I've done the 10ml/gal every 12 hours for almost an entire bottle of h202. I've done water changes at 10% with 0tds and all new filters.

Phosguard
Tried dry and wet skimming
In line filter floss

Good cuc (turbo, cerith, astrea, nass, limpits, 2emerald crabs, tiger tail cuke, and a decent hermit population)
No change in lighting schedule.
Everything is happy and growing, it's just an eye sore. Any help is greatly appreciated.
It's driving me NUUUUUUTS! Lol

Was this identified as cylindrospermum?
In most cases I find under the scope that the cyano is mixed with more than one species.
