I am looking for a diy plans for a 75gallon tank with the capability of having a 40g long underneath and a height of atleast 30" And the sump must be able to be pulled out from the side of the stand.

Or sites that have diy for stands!

I don't have specific plans, but I did a build thread on reeffrontiers.com and there are a few pictures that might give you some ideas.
It's not real fancy, but it works very well.

Your requirements sound exactly like the stand I just built. I mad a removable side panel to access the sump and if needed to remove the sump.
