Can't believe I'm going to disagree with evolved here on wrasses but to me it looks like a baby parrotfish. I don't know which one because my parrotfish knowledge isn't very good but some like ember and steephead have very similar characteristics to begin with (don't know about their ranges however).
While there are a few species that look similar there are a few ways to narrow down the exact species.....a good deal of them look that way when small, basically impossible to tell the species at this point.

Horizontal stripes? If so, how many stripes? What color are they? How thick? Are there any other colors or markings, such as on the nose or fins?
