Flame Hawkfish

My flame hawkfish has been on its side for a week or 2 and I’m worried. Last time I checked there was no ammonia or nitrites. Fishes I have are a blue damsel(first fish I got), and a bi color dotty back. Fish was acting fine at first and for about 2 weeks he wasn’t eating because I was feeding the flakes and then I switched to frozen.

I think that's how they perch, I've heard them to be a little lazy after eating but I could be wrong.
What's your ammonia and salinity level? Also what size is the tank, that guy looks quite big.

Salinity is at 1.026, 0 ammonia, and the tank size is 29 gal.
