Yeah, it is supposed to work as outlined above, but it's pretty much a broken feature right now.

It works for me for a few posts after I “follow” it, although when I revisit the thread down the road I start to receive them again.

It lets them know you are interested in their tank.

Even if you don't have anything interesting to contribute at the time.

It would be sweet if you could send a message to all your followers and it would read out on their notifications like “just added an Achilles to my display! Pics in my build thread.” I would find something like this helpful and I would enjoy getting status updates from the people I follow as well.
