Welcome. IMO 20-30% of total water volume per water change is safe on a regular schedule (i.e. weekly or biweekly) to control nutrients.

just started my tank after i retired at the age of 67 but it's something i always wanted to do so now i just started cleaning the tank seems like fun my nitrates are high so i'm making a 40 g water change hope that's enough let me know guys if you can if 40 g is enough to start

I do ~15% water changes just because that's an easy size for me to mix and handle regularly. Typically weekly water change to get my nitrates down. Post #11 already had great info from @Salty Rambler

If you have a sump and can fit an algae turf scrubber into it, do it, it solved my nitrate problem and significantly improved my phosphates in no time at the cost of $30 do it yourself project
