Question: They are set for 7" above water. They can go down to 5 or 3. should I set them lower to begin with or wait until I have corals.

Well, coverage-wise you want something that'll nicely light the whole area of the tank without spilling.

7" off the water will give you about 14" of coverage for each diode...so about 20" of coverage when you include the actual spread of the emitters on the fixture.

Assuming their measurements were taken with the lights mounted like yours, you should be more than good! (That appears to be the case from the pic in the PDF you sampled but you could always ask them to be sure.)
